Mr Werner Bosmans

Team Leader for Plastics - DG Environment

He is the Team Leader of Plastics in the European Commission's Directorate-General for Environment. He graduated as a Bioengineer at the University of Ghent, Belgium, obtained a Ph.D. in international economics in Montpellier, France, and holds a degree in Public Management. In 2005, he joined the Directorate-General Environment of the European Commission. He was responsible for natural resource policies and initiated the work around the circular economy. The last years, he focused on the Plastics Strategy, and several implementation files including on bioplastics and on the Directive on single use plastics.

Ms Anne Burrill

Head of Unit - CINEA

Anne Burrill is the Head of Unit D.D2 at the Climate, Infrastructure, and Environment Executive Agency (CINEA) of the European Commission. She oversees the LIFE Environment sub-programme, which focuses on nature, biodiversity, and the circular economy. Her responsibilities include managing projects and initiatives that support environmental conservation, resource efficiency, and sustainable practices across EU member states. Burrill’s role involves promoting and implementing EU legislation related to the environment, specifically under the LIFE Programme​

Mr David Caroll

David Carroll, Director External Affairs, Plastics Europe David Carroll joined Plastics Europe, the pan-European association of plastics manufacturers, as Director External Affairs in May 2020. David’s role involves supporting plastics producers in creating the necessary supportive policy and regulatory framework for the industry’s circularity and climate transitions. He leads the association’s advocacy and engagement with governments and institutions in Brussels and coordinates the advocacy efforts of Plastics Europe’s teams across Europe. Prior to this role, David worked at as a consultant at Hill + Knowlton and Teneo, helping companies, governments and trade associations facing challenging external issues with strategic positioni

Mr Aurel Ciobanu-Dordea

Director for Circular Economy - DG Environment

Since May 2022 he is the Director in charge of Circular Economy in the European Commission's Directorate-General for Environment. Between January 2014 and April 2022 he worked as the Director in charge of enforcement, cohesion and the European Semester in the same DG. Before that he was the Director for Equality in the Directorate-General for Justice since April 2011, in charge of equality and fight against discrimination, after having been the Director for Fundamental Rights and EU Citizenship within the same DG and in DG Justice, Freedom and Security since June 2009. He joined the European Commission in 2009. He holds an LL.M. from the University of Illinois (US) and a Ph.D. from the University of Bucharest (RO).

Mrs Silvia Forni

Policy Officer for Plastics - DG Environment

She is a Policy Officer in the European Commission's Directorate-General for Environment. She graduated in Diplomacy at the University of Trieste, with a Master in European Studies from the University of Brussels. She has over 15 years’ experience in the field of the European internal market. She is currently working on plastics issues at the Circular Economy, Sustainable Production and Consumption unit. Previously, she has worked as parliamentary assistant in the European Parliament and at the Secretariat-General of the European Commission, then, at its Directorate-General for Mobility and Transport.

Mrs Bénédicte Garbil

Senior Vice President of Corporate Affairs and Sustainability - Member of the Executive Committee, Carbios, LIFE CYCLE OF PET 

Bénédicte Garbil started as a public affairs advisor at the French Federation of Healthcare Industries before becoming Director of Public Affairs at a pharmaceutical laboratory. In 2013, she joined the public sector, first working at the General Directorate of Enterprises (DGE) as Head of the Health, Biotechnology, and Agri-food Industries Bureau, and then at the General Investment Commissioner's Office (CGI) from 2014 to 2017 as Deputy Director of Health and Biotechnology. Her experience allowed her to gain expertise in public policies and funding innovative projects, contributing to the creation of public funding mechanisms supported by the French Program of Investments for the Future (PIA). After her public service, she led Edwards Lifesciences in France for 4 years, then founded a consulting company accompanying biotechnology and healthcare companies in their development, from valuation to market access, including industrial development in France. A graduate of Sciences Po Lille, she holds a master's degree in health law and a university degree in pharmacoeconomics.

Mr Mihkel Krusberg

Policy Officer for Plastics - DG Environment

He is a Policy Officer in the European Commission's Directorate-General for Environment. He graduated as an Environmental Engineer at the Tallinn University of Technology. He is currently working on plastics issues at the Circular Economy, Sustainable Production and Consumption unit, joined in April 2023. Previously, he has worked in private sector dealing with hazardous waste and at the Ministry of the Environment in Estonia as a circular economy adviser. He was part of the Presidency team of the United Nations Environment Assembly (UNEA-4).

Mrs Aline Maigret

Head of Policy - LIFE22 NGO-NL-ZWE/101111934 – Zero Waste Europe  

Aline Maigret, Head of Policy at Zero Waste Europe Aline Maigret is the Head of Policy at Zero Waste Europe, where she leads policy coordination efforts, ensuring strategic alignment for EU policy work. Aline oversees ZWE’s policy initiatives on a wide range of topics, including waste prevention and reduction, sustainable product design, and waste disposal. With a background in Environmental Policy and Management (MSc), she brings experience in shaping environmental agendas at the EU, national, and local levels. Prior to her work at Zero Waste Europe, Aline has for example been particularly active in advancing sustainability and consumer rights, and was also involved in the Right to Repair movement.

Mrs Emmanuelle Maire

Emmanuelle Maire works for the European Commission in Brussels, in the Directorate general for the Environment. She is Deputy Director and Head of Unit for Circular economy, sustainable consumption and production. Her team supports the transition from a linear economy to a more circular economy at European Union level through legislative and regulatory actions, investment and stakeholders engagement (Homepage | European Circular Economy Stakeholder Platform (europa.eu)). Ms Valeria Masci

EuPC EU project manager - European Plastics Converters

Valeria Masci holds a Bachelor's degree in international relations and a Master's degree in European and International Policies from Università Catolica del Sacro Cuore in Milan, Italy. She began her career at an EEIG organisation, where she worked as an EU Project Manager. In this role, she managed multiple Erasmus+ projects, wrote project proposals, monitored upcoming project calls, and collaborated with diverse stakeholders in research and innovation activities. Currently, Valeria works at EuPC, where she oversees various projects and initiatives, including the Erasmus+ Alliance for Innovation and Horizon Europe projects focused on innovation, circular economy initiatives and sustainability. Valeria is also supporting the future developments of the MORE (Monitoring Recyclates for Europe) platform.

Mrs Frederique Mongodin

Senior Marine Litter Policy Officer - Seas At Risk | Rethink Plastics Alliance, rethink plastics alliane

Frédérique Mongodin is the acting marine litter policy officer with the EU marine conservation NGO network Seas At Risk. She holds a master’s degree in European Public Policy and has long-standing experience of EU policy-making in environmental and social policy. She previously coordinated an EU project on local sustainable development in South America and directed an EU network active on waste prevention, reuse and circular economy.

Mr Johannes Musseleck

Head of Global Sustainability - INEOS Styrolution, project manager of LIFE ABSolutely Circular  

HEAD OF GLOBAL SUSTAINABILITY Johannes’ career began at BASF in 2000, where he held various positions in marketing, sales, and innovation management before moving to INEOS Styrolution when the company was created in 2011. There, Johannes served as director supply chain management before becoming director global strategy, where he worked on implementing the company’s Triple Shift growth strategy, led various strategic global projects as well as the global Regulatory Affairs team. In his current role, he coordinates the company’s sustainability activities globally, including the implementation of INEOS Styrolution’s strategy for the Circular Economy. He holds a degree in economics from Trier University.

Mrs Julie Pieters

EU Public Affairs Manager - European Bioplastics 

Julie Pieters (Belgian) is the EU Policy Affairs Manager at European Bioplastics, with a strong background in law and diplomacy. She holds a master’s degree in law from the Free University of Brussels and an LLM in European Law from Panthéon-Assas (Paris). In her current role at European Bioplastics, Julie engages with policymakers, stakeholders, and industry leaders to ensure that biobased and biodegradable plastic solutions are integrated into European regulatory frameworks.

Mr Giacomo Pinaffo

Project Manager of LIFE21-ENV-IT-LIFE RESTART  - Fondazione MeSSInA

He holds a degree in Business Economics and a Master's in  Economics of Local Development. He has focused his entire career of study and work on the social economy sector. He was project manager for FEBEA (European Federation of Ethical and Alternative Banks and Financiers) and SEFEA (financial cooperative, FEBEA instrument), coordinating several EU-funded projects. He was also Impact Manager at SEFEA IMPACT (Asset Management Company dedicated to impact investing strategies). In 2020 he joined the MeSSInA Foundation, which leads a wide Cluster of Social and Environmental Innovation (CSEI) in Sicily, becoming its Secretary General in 2022.

Mr Aurelio Politano

Programme manager coordinator  - CINEA

Aurelio Politano works for the European Climate, Infrastructure and Environment Executive Agency (CINEA) of the European Commission. He is Programme coordination manager of the LIFE sub-programme dealing with Circular Economy and Quality of Life. He has been dealing with plastic related projects, as well as other clean-tech ones, since 2012. He has previously worked in the private sector for the ‘big four’ as consultant and for different multinationals as financial controller. He holds an MBA.

Mr Arkadiusz Primus

Chairman of INVESTEKO S.A. Board - Project Manager of LIFE21-ENV-PL-plasticLIFEcycle  

The CEO of INVESTEKO S.A., with over twenty years of experience in the environmental protection and engineering sectors. He specializes in municipal waste processing, with a particular focus on recycling and energy management. He has authored and co-authored numerous expert reports and environmental impact assessments for projects related to environmental protection and waste management. Additionally, he has co-authored technological projects for thermal waste treatment plants. He founded and currently manages the INVESTEKO Research and Development Center, which has been operational since its establishment in 2016. Since 2013, he has co-created and coordinated innovative research and development projects under the LIFE program. As part of the Research and Development Center’s activities, he was the originator and co-author of a technology for gasifying fuels derived from waste. He also coordinated the LifeCogeneration.pl research and development project, which was co-financed by the LIFE program from 2013 to 2019. He is the co-author and coordinator of the plasticLIFEcycle project, which implements proprietary technology for recycling plastics. His scientific interests include studying the environmental and economic efficiency of waste management models. He has co-authored several scientific publications on waste energy management, recycling, and optimal waste management models.

Professor Kim Ragaert

Chair of Circular Plastics - Department of Circular Chemical Engineering (CCE), faculty of Chemistry and Engineering , University of Maastricht  

Kim Ragaert is full professor at Maastricht University, where she is the Chair of Circular Plastics within the Department Circular Chemical Engineering (CCE). She leads a 25-staff research group on Brightlands Chemelot Campus focused on mechanical recycling of plastics and making the overall circular plastics system work. Kim is highly committed to training the next generation of engineers and chairs the educational programme committee of the BSc Circular Engineering at UM’s Faculty of Science and Engineering. A respected authority in her field, Kim's 2017 review paper on plastics recycling has been cited over 2500 times, she was the 2020 European Plastics Recycling Ambassador and a 2024 Royal Finalist of the Prins Friso Engineer of the Year award. She helps move the plastics industry towards circularity via her work as an Impact Committee member on ReOcean Investment Fund and scientifically supporting major reports like the well-known 2022 ReShaping Plastics report. Kim is a founding member of Brightlands Circular Space.

Emma Watkins is Senior Policy Analyst in IEEP’s Climate & Circular Economy Team. She has worked on various plastics-related projects, including preparing guidance for the Single Use Plastics Directive, design for recycling for the Circular Plastics Alliance, work for the OECD on plastics and chemicals, and several projects on plastic packaging and marine litter.
